The Law of Secrecy: UFOs and the Need to Know

Richard will discuss the legal foundation for the maintenance of state secrets and the various methodologies employed by the Intelligence Community to keep, disseminate, and exploit highly classified information.

He will also discuss the legal framework for secrecy including the National Security Act, its history and amendments, FOIA, The Central Intelligence Agency Act, Executive Orders, Agency Rules and Regulations, the “State Secrets” privilege, privatization, compartmentalization, and Mosaic Theory.

Finally, he will discuss how the government uses these various methods to sequester information about the potential existence of extraterrestrial visitors and why the Intelligence Community finds this information to be such a grave threat.


Bio:

Richard is a member of the MUFON Board of Directors and has been with MUFON for more than 20 years. He has been a practicing attorney for 30 years and possesses a Juris Doctorate and a Bachelor of Science degree in Molecular Biology. He wrote for Law Review and published his first novel in 2016. He presently serves as the City Attorney for the City of Rock Springs, Wyoming. Prior to obtaining his law degree, Richard worked as a research assistant and microbiologist in numerous research laboratories and has conducted extensive research in molecular genetics, molecular virology, atmospheric, and soil microbiology.

Richard has been involved in UFO research since the late ’70s. He met and formed a relationship with Dr. Leo Sprinkle in 1980 when, as a young broadcast journalist, he wrote and produced a week long investigative news special on UFOs. He would eventually become involved in the formation of the Institute for Human-Cosmic Interaction with Dr. Sprinkle and fellow MUFON Board Member John Harrison. He served as legal counsel for Dr. Steven Greer’s Orion Project and has provided legal counsel to the MUFON Board of Directors.
